Located at the very base of the mountain, this tier is where the major continental trade routes enter the city. It is loud, lively, and unapologetically practical. This is the domain of the present—representing the immediate, practical needs of the people and the defense of the Solari nation.

Ascending from the Foundation, you enter the "Root-Hold" carved deep into the luminous, pale blue-silver stone of the mountain's core. This insulated, serene realm represents the past, the law, and the unwavering moral compass of the Solari.

The tunnels of this tier were not entirely dug by hand! The Solari coax colossal, six-legged, magical armadillo-porcupines called Rimeback Boreworms to consume magma veins and carve out new districts. The worms exude a super-dense magical ice called "Rime-Spines" that the Solari harvest to knit the rock together into perfectly reinforced caverns.

Spilling out from the very peaks of the mountain is the "Sky-Crown" or "Aerie". This tier is composed of floating platforms of Skyglass and enchanted stone, connected by bridges of solidified light. Open to the sky, it represents clarity, judgment, and the future.Interior of a vast, cathedral-like hall carved from warm, honey-colored sandstone. The space is illuminated by floating, crystalline orbs emitting pure, shadowless white light (Solari workers' magic). Long, perfectly straight counters of polished dark wood or white stone run the length of the hall. Behind them, Solari workers—tall, elegant humanoids with alabaster skin, hair like spun sunlight or metallic gold, and eyes that glow with a calm, white-gold light—work efficiently. They wear simple, immaculate robes of white and gold. Citizens wait in neat, patient lines. On the walls, massive, animated frescoes depict the god Alezion holding perfect scales and a blazing sun. Style: Photorealistic, divine atmosphere, sense of serene order. --ar 3:2
